The consultancy services are for the pre-Contract design services for new Al Shamal Sewage Treatment Works (STW).  Notwithstanding the Professional Services stated in Section 10 of the PSA (General Conditions of Engagement) 1984, the general scope of the services and deliverables to be provided by the Consultant include, but not limited to the following: 1. Sketch Stage Report comprising problem identifications, assessments, cause analyses, preliminary investigations, desk studies, outline surveys, options, proposals, whole life cost (WLC) estimates, risk evaluations and solution recommendations. 2. Detailed investigations, surveys, studies, tests, sewage sampling (composite and spot), etc. as required to progress the preferred option solution. 3. Preliminary Design Report clearly identifying the scope of works, risks and constraints associated with the preferred option solution as recommended in the Sketch Stage Report. 4. Detail Design Report for the Sewage Treatment Works to include process, civil, structural, mechanical and electrical (M&E) designs plus instrumentation, control and automation (ICA) and SCADA. 5. Project Risk Register & Risk Mitigation Plan. 6. Planning, Environmental and Ecological Constraints Identification to include in the Preliminary Design Report. 7. Environmental Impact Assessment (EIA) and obtaining initial Environmental Authorization via QSE Department by submitting the Environmental Scoping Document. 8. Preparation of DC1 Building Permit Applications and obtaining DC1 approvals. 9. Obtaining all other utility service providers’ approvals as required to facilitate the DC1 permit. 10. Providing all Programme Requirements in accordance with Section 10, Clause 5 including but not limited to, the submission and monitoring of Master Programme that will reflect the whole Project Life Cycle. 11. Preparation of Budget Cost Estimates. 12. Pre-Qualification and Recommendations for eligible contractors. 13. Preparation of  Tender documentation in accordance with Contracts Department’s standard  General Conditions of Contract. 14. Tender Appraisal & Evaluation Report. 15. Preparation of  Contract documentation 16. Completion of Engineering Business Support (EBS) Department’s Document Control Unit (DCU) procedures.
